Project Overview

PPA Consulting was retained by TRP, a consortium formed by Acciona, Alberici, and Amico, to provide commercial advisory and cost estimation consulting services for the Eglinton Crosstown West Extension – Stations, Rail and Systems, a major Progressive Design-Build (PDB) transit infrastructure project in Ontario.

PPA Role

The engagement included support with cost analysis, commercial evaluation, pricing review, quantity assessment, and broader project advisory functions related to major station, rail, and systems works.

In addition to cost estimating, the assignment involved analytical support related to procurement, risk assessment, scheduling considerations, commercial strategy, and executive-level decision-making.

Project Overview

PPA Consulting was retained by legal counsel to provide expert witness services in connection with a dispute arising from the issuance and subsequent revocation of a municipal building permit for a proposed residential development in Bedford, Nova Scotia. The engagement involved an independent assessment of the financial impacts associated with the permit revocation to support the litigation process.

PPA Role

PPA Consulting prepared an independent expert report quantifying the financial impacts arising from the permit revocation, including the assessment of project costs, lost profit, ongoing financial obligations, time value of money, and restoration costs.

PPA Role

The work included review and analysis of project records, schedules, labour productivity impacts, disruption events, and additional costs associated with extended project execution conditions.

The engagement focused on establishing the relationship between project impacts and resulting schedule and cost consequences.

PPA Consulting was retained by the Owner to conduct a forensic review of the Contractor's baseline schedule.

PPA prepared an independent schedule review report assessing the schedule's contractual compliance, technical soundness, logic structure, critical path development, and overall reliability as a project controls and progress monitoring tool.
