Charbel Abou Samra

Managing Principal

Charbel Abou Samra delivers independent advisory and expert services to public and private organizations across the construction industry. His work focuses on construction claims, expert witness services, constructability review, project controls, and commercial advisory.

Charbel brings over 15 years of hands-on experience across field construction, project management, and consulting. This background allows him to assess complex projects from multiple perspectives and develop practical, defensible opinions grounded in project records, schedules, cost data, and contract requirements.

He has extensive experience in forensic schedule and quantum analysis and has advised on complex matters across infrastructure, energy and utilities, oil and gas, quarrying and mining, residential and commercial developments, and marine works.

Dona Chlela

Principal, Project Controls & Quantum

Dona Chlela provides project controls, cost engineering, and quantum advisory services across construction and infrastructure projects. Her work focuses on forensic quantum analysis, cost management, forecasting, financial analysis, and commercial performance assessment.

She has experience supporting both contractors and owners across various delivery models, including DBB, DB, and P3 projects. Her background includes infrastructure, industrial, and pharmaceutical projects, with involvement in cost control, forecasting, financial reporting, and the assessment of project cost impacts and construction claims.

She has worked in both consulting and project delivery environments, providing her with a practical understanding of project execution, commercial controls, and reporting requirements throughout the project lifecycle.
